I too don't agree with your definition of free-carry. Free-carry is exactly what it says, otherwise its a pretty useless negotiated term and you might aswell go get a loan from a bank or another institution.
A turnkey contract would be what you are suggesting, where once it is all done then the particpants need to pay for it.
