yes. The effective date is merely legal transfer of entity. Ie revenue being earned by Bhp petroleum goes to WPL from 1 July 2021. No ex date has been determined for the WPL shares for BHP holders. So buying now entitles you to it.
Obviously, like dividends, the price of BHP will drop by the value it distributes in WPL shares.
