Villages became towns. Towns became cities. Cities became part of states. States became part of Nations Nations is where we are at -- it MUST evolve that those Nations on the same block of dirt will become part of something - it might be called Europe, it might be called the United States of Europe - pick your own name. Whatever it is called - lets say The US of Europe - will have laws - laws that override the individual states, which are different to city laws and town laws etc.. it's a given and it's common sense. If it could extend finally to Earth itself - then, we might even one day have a reasonably peaceful world.
