Water hit at 327m?

What does this mean for the hole and all the cost sunk in establishing the site? What are the environmental impacts?
How could this not be known before drilling deep geothermal holes? As a minimum prior to ANY drilling there would be seismic surveys, geophysical surveys, hydrogeological studies, etc to identify all possible risks to the drilling operation?
