I have seen a presentation on this. There is an upper speed limit on triggering the camera though it can be set by the operataor. I think it is usually in the order of 250kph so you really need to get the speed up between lights to get the benefit.
More interestingly, there is a lower limit as well. Should you come to a complete stop and then procede into the junction, the camera will not trigger and you can go on your way unmolested by infringements. This is primarily to prevent unnecesary prosecutions of drivers at quiet times when the light change over mechanism isn't triggered and the driver crosses with due caution.
The lower speed limit is usually set at something like 10kph so you can actually roll through, press the pedal to the metal half way across and get away with it.
