Complete means that after a "cursory examination", all the items were answered. Posters seem to continually interpret this as the substance of the BLA was satisafactory. Acceptance of "complete" submission doesn't mean the answers were satisactory, anymore than handing in an exam paper with all questions answered means the candidate will pass the exam.
