Could the 18th of September 2023 be the turning point?
"This guidance issued today, along with the 2019 draft guidance, provide additional information on the flexibility in the amount and type of evidence needed to establish their effectiveness"
As @stockrock mentioned have the "goal posts shifted" enough and suddenly Mesoblast is in play with an effective safe product that works and with a manufacturing process.
If so then then the 18/9/23 is a day to remember
