I have attached the 27 August 2019 'Letter to Shareholders from Dr Chris Giles' that Dr Giles read out at the 12 September 2019 EGM, since the Chairman at last has acknowledged that it exists by allowing Dr Giles to read it out to shareholders (see EGM video):



In his 27 August 2019 Letter to Shareholders, Dr Giles said "A recent resource analyst’s report assigns a target share price for Havilah that is more than three times the average share subscription price of approximately 19.3 cents for SIMEC to achieve the expected 51% interest in Havilah. It is acknowledged that to achieve this target price will require new investment capital."

I believe he was referring to Peter Strachan'sStockAnalysis 19 August 2019 Special 'Havilah' Edition. I have posted the link to that Special Edition:
