"I do not know of any agency in the world let alone Aust state or federal that has the technology / ability to do it.

What are you basing your allegation on?"

Apple, most notably, has a fingerprint database. The database ties a fingerprint to a particular apple account, allowing people to unlock by simply touching. Apple has been collaborating with the NSA in the US for some time, and there's a few questions around whether or not that database has been shared with the US government.  (Shouldn't affect Australians - you have to give up your fingerprints when going through customs to even enter the US)

Finger prints shouldn't be picked up in the current meta data proposal, and would require the private companies dealing with the government. That being said, the schedule of what constitutes metadata isn't available to the public and Brandis doesn't seem to have any idea what it is.
