If FAR have a backer, why are we assuming that the backer would only provide finance after PE is successful.
The deal could be that FAR stand firm, no need to CR as the backer will provide finance as and when required. In return for this financial guarantee FAR agree to on sell their PE rights to the backer at an agreed figure.
Should PE not be successful then FAR would reimburse their backer all funds advanced upto that point in time. This is a similar arrangement WPL have with COP if their deal falls over.
To simplify this FAR's backer agree to bank roll FAR until PE is resolved for however long it takes.
FAR would keep Senegal fully informed to assist them with their deliberations.
Senegal are now to decide who to let in WPL or FAR's backer that's the decision to be made.
This arrangement with FAR would take away all the risk, allow the resource time to grow, and also give Senegal enough time to fully understand the legalities behind the decision they were about to make.
Senegal must also be taking into account the broader picture, deciding who they feel will most assist in the future development and growth of the country.
Sounds Totally plauseable to me, but this is only a guesstimate it's better you all make up your own minds.
The only possible action that could stop this scenario from becoming a reality, is for WPL to take control of FAR and that might be what is about to play out.
