They're going 'softly, softly' at the moment. Building up community support. The constraints, as I understand it are school and parental approval (not the individual students - otherwise none would have been positive). However, the program is supported by 70% of parents (according to press reports of survey undertaken last year) so the majority of students will be in the pool.

The plan is to test 10% of students overall.

More restrictive than US at the moment, where parental or student approval is NOT required for students engaged in extra-curricular activities or who drive to school.

No permissions will be required in China or Russia.
