You also need to consider that CIY was sold down ages ago with the "mezzanine debt" issues that CIY has so far shown itself to be free of, so is already trading on a sub-10 PE and dividend yield of something like 12% fully franked.
Realistically, at this stage the sell-off in MFS has put it broadly where CIY is at the moment (actually, a slightly lower yield, but a reasonably cheaper PE, so a bit both ways).
CIY has not recovered (yet, and may never, or might some day) however is indicative that a sold down stock for whatever reason might take years to recover regardless of yield, pe, and potential.
