    I am confused

    For Chris Scott to call EGM he has to have 10% or 100 shareholders and request board to do so and supply resolutions.

    If these resolutions do not appear on current notice they cannot be put EGM

    It appears this EGM only is about name change which would require shareholder approval.

    Has Chris Scott requested an EGM ?
