In many presentations, including very recently, both the Chairman and CEO have said that they have many options for raising funds to build the plant other than a (dilutionary) CR.
In fact, most recently the CEO has volunteered that he now has a 98% handle on both the Capex and Opex to support this guidance which the FS will confirm next month.
Moreover, they have both guided that LIN will be robustly profitable even at current REE prices. That's how good the Opex will be.
