You can only build a spherical graphite plant once you get pre-qualification and you can only get pre-qualification when LG Chem, Panasonic, CATL, BYD, Samsung SDI etc. give you the go ahead and say that your product is up to spec. As I can see its a multi-year process because none of these companies have an incentive to give us pre-qualification as they can process the graphite into spherical graphite and make themselves tonnes of money why share this with anyone. TLG, EcoGraf they will all have to go through the same tedious process, unless car manufacturers can build their own battery factories. Remember these companies have a long history of collusion:

Samsung collusion with Hynix, Infineon, Micron Technology, Samsung, and Elpida over Dram.
Samsung, LG and Pantech, among others, fined $40 million in Korean price fixing scam
South Korea's antitrust regulator has fined Samsung Electronics and LG Electronics for conspiring to fix the prices of some appliances.
LCD makers fined $388 million for alleged price fixing Samsung, Sharp, and several other companies were included in the class-action lawsuit, which alleges the companies drove up prices on LCDs sold between 1999 and 2006.

The list goes on and on and on. Management has to take some blame but really 90% of the blame is on the companies involved in the pre-qualification process.
