I don't think they planned to tank the SP, they had to out of necessity and survival.
If the TECH needs 13PJ of gas, the MGP is at 10PJ already and a future capacity of around 24PJ, there isn't enough gas, nor enough money to be made to spin off anything.
They need to increase capacity by several multiples with the limited cash and funding they've got.
Are they better placed today to hit the timeline? No, because it all hinges on IF they can make a billion-dollar distressed asset, which they paid penny's for, highly profitable. Previously the TECH could stand on its own, although I question that premise based on current commodity prices.
