The management's job is to keep the SH informed. Tell us everything the Investors are saying. Obviously the SOI wasn't the only thing holding back funding. If it was then that issue is resolved. Where are the investors?
If there are other things that are being said, like this project is not viable, then that should also be told to the SHs.
The SHs do not have direct access to the Investors. If the mgmt is talking to the Investors and then providing the feedback then they shouldn't be selective about what information they chose or withhold. If they do want to withhold some bits and release others, then they are playing the market. IMO, It is nothing less than manipulation.
