Markets moves on 'Non-binding agreements'. When it says 'Non-binding' it means there is no guarantee. Yet they are considered 'Price Sensitive'. Therefore, it doesn't matter if they didn't use the word guarantee.
It is very clear what is implied by the two statements below, especially the second one.
