    The potential of a signed agreement is a nicely presented bait but when you've bitten the bait a few times only to be reeled in and have your pockets drained then you start to view the bait with significant caution.

    So to answer the final question in your post I would say, YES - investors/instos are indeed waiting to see a binding agreement with funding details clearly outlined before committing funds to this.
