Yes it makes sense to raise money at a higher price and their timing was good when price had gone up to 0.04.
Active mining exploration hopefuls like MGT usually have high cash burn rates and if you exclude exploration expenditure of $20m from assets there is clear need of an injection of funds even by watering down any existing shareholders equity if those shareholders don't pay up for 1 for 5 issue plus option.
