I think HIO is doing the right thing based on their resource and location. They need to go big to get the economics right.
MGT on the other hand has the unique ability to do what they want. By starting smaller they can reduce the amount of dilution from funding and then once cashflow starts they can move to output as much as they want with little dilution. This is called building up slowly and I think once people realise that the company is reducing risk by starting smaller they will flock to this little gem.
