Pre construction yes agree.
Doubt go forward (next month) really covers the full project $$metrics. A strong announcement would no doubt be a big boost to SP but do you really see institutional money flying in at that point?
Obvs would be very happy to be proven wrong (as have plenty of options) but IMO just feel they are going to be 6months short of the required time.
More and more bullish overall though.
