Think of the laziest most inefficient person in your work place and ask them if they are a hard worker, and they will say YES, same with MGT management, if they are or not, we don't know.
Aa far iam concerned the culture of any organisation needs to be set and measured, as far as I can see this organisation can not keep it's self accountable by a measurable timeline.
