I also don't think they are chasing an offtake. Offtake agreements generally sound good but usually aren't that positive for the explorer.
Management are likely going after a takeover or funding. If I had a cheeky 500 million, it would be a no brainer.
Even with IO prices at $110, you would pay off the debt in 5 years and make $140 million a year for 20 years.
