My take on NextOre is that they are currently working to a base line showing what they can achieve and what it will cost to dig up and ship a high grade product without the need for NextOre. If they can show that this is viable without NextOre technology, that is a big win. To then be able to include NextOre for an optimized scenario improves upon everything and makes the project sound even more attractive.
If the entire project was dependent on NextOre technology to be successful from day 1, then this would be a rather risky endeavor.
