That's another aspect I didn't. Something they haven't been able to get to fruition even with vast amount of Chinese money for decades. Even if comes online whenever it can the production disruption due to rain would make it unreliable supply source for China. Whether China likes or not, they don't have many alternatives at least in the next decade.
