Sure. But they first will have to plan, research and build an actual hi smelt plant before they can actually process any iron ore. Seems highly unlikely they are planning to start digging now for that reason.
Really not sure what these guys are up to. Still totally don't understand their decision (and timing) to cancel the offtake deal with Anglo. If they now go ahead and start mining on "an opportunistic basis" and essentially go ahead anyway I would say it looks like market manipulation.
