It certainly does seem as if the Russian backed separatists/Russians thought that they were shooting down a military aircraft. Why they have not admitted it is the mystery.

The USA shot down a civilian airliner in error, the UN did not get involved there. No reason for them to get involved here.

Admit guilt, pay the compensation and move on. Putin has the money, or is that the key? Russia cannot of afford to compensate the victims' families and the airline.
