From what I recall re the council, they said they were working on it and expect an update soon. They would not elaborate further than that though. The other agm attendies might recall more though.
Whilst we are on the subject of Gov bodies it was extremely clear that they were met with almost open arms by gov officials in the USA. There is a good chance of grants and funding along with strong support for this tech to be implemented asap.
They want to be building the plant come July 2011 with a one year time to completion. Key issues are location, size, permitting,Investigating funding assistance options etc
