All seem on track.
Big issue is the financing, they seem to be waiting on this significant contract.
They have revealed that the plant will be built in 2 halves as well, so looks like they have developed plans to move forward in this hard environment.
So to me this looks like they know what they have to do, they have developed the detailed plans & are just working on the money.
2013 seems achievable, building a known plant design & with the local planning / government on board with support (none of the ___ we had with the pond environmental approvals at Geelong).
