I think this is true for China. The folk how have made their fortunes in China can't get their money out (strict capital / currency controls) so they are using Gold ETFs for a positive flow. In the West, the EFT flow is negative - outlfows.

China's Debt/GDP print recently is at ~286% and one of the reason's is a very poor forecast population demographic and consumption economy. They have done well as an export economy but very poorly as a consumer economy. They need to covert to the latter, because the West has put the brakes on and reversing out of China.
