Only difference is the French don't provide aid to Australians. It's very political and really all depends on how much PNG values the aid and how much they coud conceivably achieve on their own. Whether right or worng, you tend to have more of a say in one's affairs when you are providing a need.
North Korea have disarmed nuclear (so we are led to believe) in exchange for oil. It happens all over the world, always has, always will.
