I don't see what your problem is. If the speed limit is 100kph, if the middle lanes are driving at 90kph, that is a fairly fast speed, it shouldn't "completely ruin traffic flow and cause frustration". If they are driving at 50pkh, or 60kph, yes, I agree, that can become a traffic hazard.
There is no law to say you must drive at the speed limit when you are in the middle lane.
