In my experience it usually means the Company has burnt its reputation with the broker(s) representing 'sophisticated investors'. Unless there is exceptional reason(s) why a CR did so poorly (like lose 70%) the brokers will have the 'never contact me again' sign on their door as they would have lost severe 'face' with their SI clients.
