I can tell you that delivery to a private courier in no way constitutes receipt by the intended third party.
In certain circumstances, such registered receipt does apply with Australia Post...but only in cases where prior arrangement has been made with the intended third party and Australia Post.
There are also various legal impediments in relation to items in-transit within Australia Post and perhaps surprisingly, no legal duty of care requirements...the "cheque is in the mail" does not constitute payment!
This is not the case however for "registered mail".
