re: the real purpose for the 219mm Abuman,
If the stated reason is the full reason, then the immediacy and size of the issue implies very poor management, and that is contrary to my impression of ROC.
I have a hunch there is an opportunity lurking somewhere, requiring "flexibility". The market wasn't impressed with the last acquisition.
