recko1 - you are right - the situation here is different because we have the law on our side at this point - two other things here to consider ? first the decision to mine will quite possibly be taken by a different government should the incumbents be kicked out of office at the next election (as many are suggesting) and secondly the that the size of the mine in dollar terms is massive ? this, if it were to get off the ground, would provide the government and the TO's should they decide to team up with GOT a massive windfall over a prolonged period
