The refugee 'glass ceiling' needs to be smashed , affirmative action invoked , and jobs quota for hiring should be :
50% qualified person
25% women
25% refugees
Therefore at least half the jobs will get done , and the government could justify a doubling of the employment in order to get ALL the jobs done.
The above is an example of how some cynical people think , not me though .... hehe
