There are lawyers who work for the Human Rights Commission that meet these people strait off the boat, fill out the forms for them and explain all the benefits they can get. These immigrants can not believe their luck, as the Indonesian President said "Take the Sugar off the Table" if you want to stop them immigrating. Of course once settled into a rent subsidised home and on the welfare wagon they can not wait to tell their relations and friends to come over as well.
