it's completely and fully understood that - the man means civilian security people?

he couldn't possibly have meant prison staff, police, MP's, military people

personally, I would have thought that a reporter might have asked - from where are these security guards? are they government employees or otherwise?
because it sure isn't clear to me - and, for a presso - personally - I think unimportant ------------ all you need to know is that people are being supervised
