Operation Soteria was the establishment of the quarantine hotel program.
In Section 2 of the plan it clearly states DHHS is the government department with the responsibility to co-ordinate and oversight the program. This document was issued late March early April.
Mikakos did not read the plan until the outbreak of the virus from the Stamford Hotel in late June.
So for 2-3 months Mikakos was clueless as to her and her dept responsibilities under Operation Soteria.
This is the greatest act of negligence by a Health Minister in the history of Australia.
Covid-19 was declared a pandemic by Mikakos on 16th March.
What has been going on? A complete shambles leading to at least 750 deaths in the second wave.
Mikakos also gave evidence that she neither sought or was briefed on the risks of establishing hot hotels for covid positive returned travellers. You would think you would want to make sure a risk assessment was done and actions planned. Not here, not in Victoria.
