I think the new laws passed by the Colorado Government will be enough of a reason for th CUP to be revised and reissued. It is now legislated that sterner measures have to be in place, at not the local level, but at a state level. Its alot easier for them now that they have legal backing to enforce their parts of the CUP to protect water rights accessers in the area.

I do know here in Victoria it is a buyer beware type of arrangement. Get a building inspector in to look at your house before you buy it. But then there were people who bought in an estate next to a landfill area, and had to evacuate due to excessive gas coming out of the ground. They are in legal action against the state and local council about it. Again buyer beware. Just like shares always do your research.
