None of the updates have ever said anything of the sort.
The NAB debt facility is for construction at Mildura and nothing else.
Cann was to fork out from their own coffers until the later stages of construction, when they were nearing completion, at which time they could start drawing down.
It was stated in the webinar on Friday that they've started drawing down on the facility, as recently announced.
