In a weak day like this, they simply don't bother spending too much money doing it, or perhaps they have almost reached their quotas for VPG for their portfolio and can't buy a lot more.

In the lead up to the B O inauguration, and with no announcement due until late Feb, I don't envisage the player to dump their shares now.
