The US presence in West Africa is irrelevant to the situation in Mali.
The FRENCH and the UN are supporting ECOWAS in the North of Mali. Macron (French PM) has stated that France is fully committed to the region and will ensure peace and stability.
The US military do not have a big presence in West Africa. There are about 1,200 US troops in total in West Africa. Of this number about 800 are in Niger and the rest are in Somalia.
There are very few US troops, if any, in Mali.
In any case if Trump did pull out all 1,200 it would have very little effect on West Africa and zero on the situation in Mali.
