Hard to draw conclusions about the reasons this is occurring when it only gives limited info.
The Tweet doesn't say what the teen was waiting for, nor why the teen who had just finished treatment needed to be there.
The building the teen was in isn't the main hospital building, Building B has Specialist/Outpatient Clinics, an Adolescent Inpatient Unit and Upton House.
I noted there was an elderly person in the background sitting in a chair with a blanket and walker, so that would indicate she wasn't there for the Adolescent Inpatient Unit, so something else is going on.
My wife was admitted to Box Hill hospital just over a year ago, there were no issues, nor did I see any issues each time I visited.
Anyway, hard to assess the problem and what the shortcomings are when the information is a bit sparse.
