Vic government is threatening to slap Milo's tour with a $50,000 police bill.

I can understand this if people are organizing a public event like the Olympics, AFL, Mardi Gras and want a police presence to control the attendees.
However, when a speaker is speaking to a private crowd, and the crowd causes no security threat; why do the police charge the speaker? All the security risk was from third party protesters who are effectively terrorists (using violence and intimidation for political purposes).
By acting in this manner, the government are rewarding terrorists and encouraging more of this behaviour: the worse the behaviour, the bigger the bill, and the fewer people willing to speak up.
University campuses are also doing this - slapping right of centre speakers security bills because of Leftist violence.
