I don't think that is the case. I know on the proxy form you can only answer for or against and it doesn't specify your holding, but I assume they determine your shareholding based on some record date prior to the vote. That is why you can vote now and still buy more ESS and these will also count towards the vote. The details in the prospectus leave a lot to be desired, but if only 1 vote per total holding, it would never get over the line. Either side could stuff the ballot (using politik speech) by getting lots of friends to just buy a token amount of ESS.
