I believe you are mistaken. For a scheme to succeed it needs both greater than 50% of voters and 75% of shares voting in favour. So in 1 criteria a person with 100 shares vote is the same as any substantial holder. Can have 10,000 shareholders with 100 shares each and they can block the scheme. I control 4 votes and a lot of shares.
