I'm going to throw my 2c in and say the 'lights' are caused by moonlight reflecting of 'shinny algae' that when slightly damp reflect light.
In the pics he showed there was a rocky outcrop in the direction the lights were seem. IMO there could be this 'shinny algae' on those rocks. Coupled if the light refraction effect he described would account for the 'appearance' of lights well above the horizon ie floating in air...
